Course Outline
The 5-month Certified HR Practitioner course is a comprehensive and practical program designed to equip HR professionals with the knowledge and skills needed to excel in the modern workplace. This workshop covers the latest trends and developments in HR, the challenges of talent management in global contexts, emerging HR technologies, integrating human capital and business strategies, and adapting to rapid changes. Participants will gain insights into creating effective HR strategies, leveraging technology, and navigating the evolving business landscape, enabling them to drive organisational success in the future of work.
Course Format:
- Duration: 5 months
- Frequency: 2 days per module
- Schedule: Every 1st Thursday and Friday of the month
Module Schedule:
- Module 1: 2nd and 3rd Nov 2023

Carmen Wee is the Founder & CEO of her HR Advisory Services firm, Carmen Wee & Associates. She is an accomplished Global CHRO with over 25 years of international business experience, driving large-scale business transformation & change management within fast-growing companies with multiple & complex mergers and acquisitions. She is known for strategic leadership excellence. She has led and managed large, complex, and multicultural teams based on six continents, coaching business leaders, building high-performing teams, and influencing stakeholders across the business ecosystem. She is the author of the book, ‘From The Kampung To The Boardroom: My Leadership Journey’, which is currently in circulation in 11 countries globally. She is an experienced Board Member in several domains, spanning government, academia and public institutions in Singapore and the UK. For the past decade, she has served in many task forces, to transform the HR ecosystem and build capabilities in the workforce. Carmen holds a Bachelor’s degree from NUS (National University of Singapore), a post-graduate diploma in HR from SIM (Singapore Institute of Management), and a Master’s degree in Organisational Leadership, Regent University (specialising in Organisation Development Consulting, summa cum laude).

Dr Christopher Fong, Council Member | Director | Academia Doctor of Professional Studies - University of Southern Queensland, Australia
Dr Fong has a distinguished career in strategic leadership and coaching that spans over 2 decades. He was appointed National Fellow to the Singapore Ministry of Social and Family and advised the total capability framework of the social service professionals to include mentoring sector leaders and those in the leadership pipeline. In addition, he was the Principal Researcher for the nationwide study on fathers at the workplace. His findings have impacted government and business organisations to review their current pro-family and work-life friendly policies. He has also trained sector leaders in multicultural issues in cross-cultural marriages and clinical case formulations from a multicultural perspective. He earned his Doctorate Degree in Professional Studies (Practice Research) in 2015 and is also a member of the prestigious American Psychological Association (APA). As a strong advocator for practice-based research, Dr Fong contributes actively by speaking at international conferences and is a thought leader on multicultural and diversity issues and their impact across organisational matrices and businesses. His evidence-based framework that measures culture has since been published and taught across various universities. As an international award-winning orchestra conductor turned psychologist, Dr Fong brings a wealth of knowledge and experience from the concert hall to the corporate boardroom.
Mr Bernard Tay, HR Leadership Coach Master’s in Human Resource Development and Education - George Washington University, USA
Bernard brings with him more than 20 years of full-spectrum human resource experience in both the private and public sectors. He held senior human resource positions and his experience spans across different sectors including exposure to companies in the region. He is competent in human resource development and conversant in human resource management. Bernard is also a Senior Assessor with Spring Singapore where he has helped organisations attain People Developer and the coveted People Excellence and Singapore Quality Award. As an associate trainer with the Civil Service College, his training assignments bring him to countries like Vietnam, Laos and Myanmar. Locally, he has delivered human resources in the public service to international delegates from commonwealth countries, ASEAN and in the region. In the academic profession, he is an adjunct lecturer to students pursuing diploma, undergraduate and postgraduate master’s degrees in Singapore. Bernard holds has a first degree in Economics from the then the University of Singapore, a second class upper honours degree in Sociology from the National University of Singapore. His master’s degree in Human Resource Development and Education is obtained from George Washington University, USA.

CP is an Asian HR Leader based in Singapore with more than 10 years of combined experience in HR Business Partnering, Learning, Talent and Organisation Development locally and regionally in Asia. He has worked in various HR roles in the Singapore Civil Service, Multi-National Corporations (IT, Medical, Insurance Brokerage & Professional Services), Banking & Finance Institutions and high-growth technology-driven start-ups. He is active with HR professional bodies in US (SHRM), UK (CIPD), Singapore (IHRP and SHRI) and Australia (AHRI), contributing to the HR profession in both voluntary and paid roles as a content developer and reviewer, committee member (ethics and continuous professional development), mentor, career coach, adjunct lecturer and trainer. As a Singapore Certified Management Consultant by TÜV SÜD, he also provides ad-hoc HR consultancy and advisory services to companies based in Singapore. He is also currently serving in a contractor capacity as the Master Facilitator and Representative for SHRM in South-East Asia.
