Countering Terrorism and Understanding Current Threats

9/11 had changed the way government and law enforcement agencies deal with terror threats. These threats evolved over the years and shall continue to evolve in order to evade security detections, making an already difficult task more arduous for security agencies. Not only has 9/11 changed the way security is managed in the aviation domain, it had also changed the way security forces deal with terror-related activities and incidents. Security agencies have always played catch-up to terror groups and are constantly looking at ways to bridge the gap.

The challenge here is; do we deal with it head-on with the use of force or do we look at other causes of terror-related activities such as social problems and use a softer approach to the problem?

During this 2-days workshop, participants will gain an understanding of the definition of terrorism. Understanding the definition is crucial as it sets the tone for the formulation of security policies and framework subsequently. Participants will also analyse several measures and policies to counter threats arising from terrorism from several countries including Singapore. Participants will earn a deeper understanding of some of these threats such as the Lone Wolf phenomenon that have evolved over the years and the importance that any security measures remain relevant and effective to counter these threats.

By the end of the workshop, you will be able to:

• Define the meaning of terrorism and its context.
• Apply the definition of terrorism during the formulation of policies and Counter Terrorism framework.
• Analyse some of these counter measures against the backdrop of threats today.
• Analyse some of the threats that terrorists use to commit their attacks.

·      Senior security executives who are responsible for formulating security programs.

·      Managers who oversee security programs and framework.

·      Security agencies who manage large scale security deployments

·      MINDEF and/or members of the Home Team.

Mr Mohamed Nizam graduated from the Nanyang Technological University S. Rajaratnam School of International Studies (NTU-RSIS) with a Master of Science Strategic Studies in 2018. During his studies, he took up modules in International Relations, Terrorism, Intelligence and Homeland Security and Countering Religiously Motivated Terrorism to name a few. Professors Rohan Gunaratna and Kumar Ramakrishnan were some of his lecturers during his studies at NTU-RSIS.

Mr Mohamed Nizam served as a Police Officer for almost 24 years in the Singapore Police Force. During his service with the SPF, he attended programs such as MHA’s TOPSIS and Red Teaming Managers Course to enhance his expertise as a trainer in the SPF.

Mr Mohamed Nizam is currently an adjunct lecturer with several education institutes in Singapore.

·    23 years of experience in general policing, particularly in the areas of training counter terrorism modules and Aviation Security.

·    Qualified Red Teaming Manager, able to conduct intrusion and red teaming exercises.

·    8 years’ experience managing operations room.

·    Worked for CAAS as part of the pioneer team that sets-up CAAS’ Operations Command & Control Centre (OCC).

·    Associate Lecturer for Aventis School of Management facilitating the Professional Graduate Diploma in Counter Terrorism
